The retreat, themed "Enhancing Local Government Governance for Sustainable Development," was declared opened by Governor Hope Uzodimma on August 13, 2025, and ended on August 15, 2025, at the Sam Mbakwe Hall in Owerri.

The retreat was attended by a total of 575 participants, comprising key officials from 27 local government areas of Imo State, including Chairmen, Vice Chairmen, LG Secretaries, Treasurers, Directors of Personnel Management, Councillors, and Supervisory Councillors. The participants were educated on eight critical areas of public sector governance, including public procurement, public financial management, public service rules, public policy process and communication, public sector ethics and anti-corruption legislation, law-making process at the local government level, revenue generation strategies at the local government level, and monitoring and evaluation of projects at the local government level.

Governor Uzodimma charged the participants to be good ambassadors of the APC in their respective local governments and wards. He warned them against indiscipline and corruption, emphasizing the importance of compliance with law and order and dedication to service. The Governor also stressed the need for local government officials to live within their communities and relate well with community leaders, traditional rulers, youths, and ordinary citizens to determine their needs and act accordingly.

The Director-General of TPI, Dr. Lanre Adebayo, expressed gratitude to Governor Uzodimma for fulfilling a promise made at the inauguration of TPI in September 2024. Dr. Adebayo noted that the retreat was a collaborative effort between TPI and the Ministry for Local Government and Chieftaincy Affairs in Imo State, and he commended the Governor for his visionary leadership and unwavering commitment to the development of Imo State.

The retreat provided a platform for participants to engage in thought-provoking discussions, insightful presentations, and interactive sessions aimed at enhancing their understanding of public sector governance in line with progressive ideology. Participants, guests, including traditional rulers who attended the opening ceremony, and resource persons drawn from tertiary institutions within and outside Imo State, applauded the retreat, describing it as one of the best capacity-building programs in Nigeria.

The retreat's comprehensive curriculum covered a wide range of topics critical to effective governance at the local government level. Participants gained valuable insights into best practices in public procurement, financial management, and revenue generation, among other areas. The retreat's focus on practical skills and knowledge sharing enabled participants to develop a deeper understanding of their roles and responsibilities as public officials.

The Progressive Institute's effort to promote good governance and effective public administration in Imo State has received widespread acclaim. The Institute's commitment to capacity building and intellectual development is expected to have a lasting impact on the state's development. The retreat's outcome is expected to enhance the performance of local government officials and contribute to the overall development of Imo State.

The Governor's emphasis on local government officials living within their communities and relating with community leaders and citizens underscores the importance of grassroots development. By being closer to the people, local government officials can better understand their needs and provide targeted solutions. This approach is expected to improve the delivery of public services and enhance the overall quality of life for the people of Imo State.

The retreat's success is a testament to the effectiveness of TPI's approach to capacity building and public sector development.
