Punished for Speaking Out: Imo Ministry Denies Security Officer Allowances After Sexual Harassment Complaint

Ms. Moudeline Chika Durueke, the Chief Security Officer at the Imo State Ministry of Homeland Security and Vigilante Affairs, has been denied her July allowance payment after complaining about sexual harassment and a hostile working environment. The new Commissioner, Mr. Osakwe, suspended her without pay for seeking justice in court.

Durueke confirmed the denial of her July 2024 salary, which has caused significant hardship for her and her family. She alleges threats, malice, and lies against her, in addition to the income denial.

In February 2024, Durueke filed a sexual harassment complaint against Mr. Christian Chukwuma Osuagwu, the HOD of Accounts, with the Imo State Head of Service. Despite the case being reported, the HOS dismissed it without investigation, labeling sexual harassment a "non-issue." Durueke's lawyer, Barrister Justin Okoro, proceeded to court, suing Osuagwu for sexual harassment, hostile work environment, intimidation, and retaliation.

The court case (NICN/OW17/2024) seeks compensatory and punitive damages for loss of income, pain, suffering, and humiliation. However, the new Commissioner suspended Durueke for going to court, an action taken without consulting the HOS or the Attorney General.

Durueke requests her allowances to support herself and her family. The Commissioner did not respond to phone calls, but a source close to him claims the matter is being reviewed according to Civil Service Rules, denying any victimization.

This case highlights the challenges faced by victims of sexual harassment in the workplace, particularly in government institutions, and the need for support and justice.
